You'll need to pull the front radiator shell off. While you maybe able to try to finagle it off, it's usually easier to pull the entire front clip off to do it.
That involves removing the bolts holding the rear of the fenders to the cowl and the rubbing boards. Also removing the bolts from the brace between the frame rail and the fender directly behind the wheel well. In the front there is just the large center pivot bolt under the radiator, and the rods between the radiator and the firewall and the front bumper and brackets. Obviously you'll need to drain and remove the radiator hoses, and unhook the headlight wiring, and remove the inner fender panels before hand. They you can either use a engine picker or grab a couple of buddies and pull the entire clip up and forward off the car. With the clip off you can also take care of any engine cleanup and maintenance issues. Anyway, once then clip is off, then you can remove the radiator from the shell and will have access to the grille itself. It was sure not a part that Packard thought anyone would need to replace....easily.
