For fun I got a quote from a vendor. $680 for 1000 pcs, plus shipping and tariffs. Would end up like $1 ea.

Often times, yes. It depends on what it is exactly. Packard parts were made to exacting drawings and SAE standards. Usually reproduction parts are made via reverse engineering and from whatever material is convenient.
In this case, the quote I got is specifically for Grade 8 nuts, so they would be correct in that regard.
