I don’t know about this one but Bowman & Schwartz apparently made a couple custom 1940 Club Sedans without running boards. I also had a 1940 110 Club Sedan which was never made by Packard.

The club sedan’s paint is at least easily fixed. Unbolt the fenders and headlights and paint to match the body

I had a better look at the 1939 Club Sedan and would almost guarantee that it's an Earle C. Anthony special. Notice the arm-less flying lady (goddess of speed) which is something that he had made and I even saw one once as a teenager in the collection of the fellow who bought my 1939 Six from me.
