It has a check ball in it. I may try plugging it again. I've tried everything else. And nothing has helped. It sure makes a mess on the garage floor.

Have you checked your float level? Perhaps it's set too high. I wouldn't expect to always be spilling gas to that level into the intake l

For some reason, your carburetor is leaking gasoline or the gasoline in the bowl is boiling after you shut the engine down. There are a number of things in addition to the float, float level, and the needle and seat that can cause internal leakage. Packard used both Carter and Stromberg carburetors in the late 1930's.
