Another way to check is to unbolt it and place the pan directly under it, reusing the original fuel system. Disconnect the accelerator linkage from the carb. Loosen the fuel line flare fitting on the carb a half turn then crank the engine with the coil secondary wire disconnected at the coil until you see fuel leak out (indicating fuel pressure). Tighten it then crank again about 2 revolutions which will charge the fuel pump and pressurize the line.

Was the fuel pump recently serviced? Some new rebuild kits make the fuel pressure too high.
