Sounds like valve noise to me, and just one valve.

I agree, get an empty paper towel roll or something and point it at each lifter while holding it to your ear, that may help make it obvious which one is making the noise, then remove the single lifter and clean it properly per the service manual.
If they get a little bit of dirt in them then this will happen. Speaking of which, make sure your oil and filter are clean.

It could be that replacing lifters isn't getting rid of your valve noise because lifters aren't the problem. Here's a little video showing what the source of my valve noise was, an extremely worn valve guide. (#4 exhaust) Have you measured the clearance on your valve guides? I know sticky/collapsed lifters are often an issue in older motors, so they get fingered as the culprit, but it's not always so! drive.google.com/file/d/12eFztSgXeUX1EYDX5LRMHrhTu2C9wogm/view?usp=drive_link Let us know what you find!
