Im going in at the rubber vent hose.
3/4 tee 1/4 adapter. The gas really comes out, in steady stream. Vent tube is below filler. So the gas has 2 ways to go, into tank or fill tube, and like things are, least resistance. 5/16 gas line, 1/4 inch return. And its offset .

You might be trying to fix a problem that doesn't exist. In nearly 60 years or working on Packards, there have been several times when I thought there was vapor lock but in all cases, it was never the actual problem. I can't tell you remotely what the problem is but I can almost guarantee that it isn't vapor lock so throwing devices at it isn't a fix. It may make it better but the underlying problem is still there.
