For what time period was Packard a public company with stock outstanding?

I'm scratching my memory a bit here. I believe it was 1910 when they switched from a West Virginia to a Michigan corporation that the first large public stock offering took place; prior to that I believe the stock (variously 2500 and 5000 shares) was entirely held by the principals. Packard stock ceased with the formation of Studebaker-Packard Corporation in 1954.

A few years back someone posted at this forum that hte ticker symbol was "PAK". That would make it an NYSE stock.
Search in this website on PAK and i believe there was more such info displayed there.

Didn't S-P issue stock? I thought I remembered seeing a stock certificate?

Yes, of course they did issue S-P stock but the original poster only asked about Packard stock so that's how I responded.
