Spare tire well

the wheel well for my spare tire is about as rusty as rusty can be. It looks like a relatively easy thing to remove. Cut out the welds and drop the new one in. But, what about using a torch so close to the gas tank. Would a good welder be able to do this without removing the tank?
Also any ideas as to where I could get a good replacement well? Its for a 55 Clipper.

I think it would be insanely foolish (there are stronger words that come to mind) to even think for a nanosecond about using a torch that close to a gas tank. And if you find someone willing to do so, I'd run (or drive) in the opposite direction as fast as I could go.

Good chance one of Mike Dulinski's fleet has a decent well that I'm sure he'd be glad to sell you.

Looks like they have generic floor brackets which may come in handy as well.
