When putting my torque arms back together, should I clean all the new paint off the ball of the torque arm? Also, understand the service manual says to dip the bashing in soap water prior to reassembled, but what about putting a little grease in the bushing?

Certainly don't use petroleum-based grease as it may (probably will) ultimately destroy the properties of the rubber. The resistance to movement (hysteresis) of the joint is an intergral part of the suspension design and should probably be maintained for the best ride properties. I wouldn't use any lubricant at all (other than a little soap for reassembly) but if you feel you absolutely must, perhaps a silicone grease would be a better choice.
