A thick coat of paint is no worse than a thick coat of rust.Maybe not as bad.

If you really want to be pernickety sandblast the drums and give them 1 coat of motorcycle cylinder paint or barbecue paint.

Frankly the difference in braking is theoretical. I do not believe there will be any measurable difference in braking no matter what kind of paint you use.
