Steering connecting rod ball joint adjustment 1928

I have cleaned, polished and painted the steering connecting rod and the tension adjustment components. I have a couple of questions regarding re-assembly.
The maintenance manual just says adjust tension on the balls. After screwing in the plug to snug how much more do I tighten to ensure sufficient tension between the ball and sockets?
Please confirm the placement of the leather dust boot is to the nut side of the ball with a washer between the boot and levers as shown in the attached photo.
Should the ball be attached to the levers before placing the connecting rod in place or does it not matter?
