I may have found the problem with lifter noise after removal of several valves I installed 1 and found that valve stems are stock length and the lifter is bottomed out when the cam is at tdc on compression stroke. After putting the old valves next to the new valve the valve stems were the same . I was wondering if anyone had the measurements for a Plug gauge to check tappet clearance on 1941 super 8

This thread has lots of info:

Thread: Tappet Clearance Tool

Short answer is that the gauge can be obtained from Max Merrit or Pacific Northwest Packards, and if you get a new lifter from Kanter they provide instructions on how to take the lifter apart and use it as a gauge as well.

I ordered the plug gauge from max merritt so hopfully I can get back to it soon. With the valve in place and lifter at its lowest point i could put a 3/16 drill bit between the valve and seat.
