Yes they could have, Mike. Lots of interchangeability on cylinder heads, not only from year to year but from engine to engine.

All the filters I've purchased only came with the rubber gasket for the rim. If you have trouble finding a copper washer for the retaining bolt, you can make one if you have access to a lathe, but I've used fairly thick nylon washers available at any good hardware store without problems, though you'll probably need to change it to a new one each time just to be sure.

There should be two seals, the large rubber gasket around the inside of the cover that seals to the flange of the rim of the canister, and a copper washer under the retaining bolt.
Are you saying your filter has no outlet? If not, of course you've got no filtration. In that case and if you don't intend to make it functional, I'd recommend pinching or otherwise closing off the inlet line until such time as you complete a functional installation.

Just a minor point, the Gullickson car for some unexplainable reason was not on display the the Packard Centennial in Warren. For whatever reason he chose to display it in Cleveland, I believe it was at the Western Reserve Museum, not exactly the place to capture the fancy of several thousand Packard enthusiasts a few miles down the road.

West, I agree. To the best of my knowledge the 7-34 wasn't available as a "chassis only" so in the traditional sense there couldn't have been any customs other than what Macauley might have kept and fiddled with at the factory as already noted.

You won't have as many choices in a battery as we used to have. Pick the one with the most cold cranking amps (CCA) that still fits the battery carrier (base) and has a height that still clears the hood and hood pad (if installed).
Some folks prefer the Optima batteries, but if appearance is important to you you'll have to get one concealed in a hard rubber case and be prepared to pay. I've had good luck with traditional lead acid batteries, and especially in 6 volt I usually get 6 years or so from them.

West, am I correct in thinking there were only 1 or 2 626 Speedsters made? There was the well-documented one made for some fellow in Chicago (?) and perhaps one other?
