The sending unit should have the Packard part number stamped on the underside of the mounting flange. I know that one removed from a Custom 8 had the number stamped

One end of the relay actuating coil is connected to power at the B terminal and the other end of the coil is connected to the horn button from the S terminal where it is grounded to complete the circuit and close the relay points to sound the horn

The 7338 pump is for 1940 and later Buick so will not fit a 1939 Packard. The actuating arm will be different.

The Packard dealer in Edmonton was Miller Motors which later became a Chrysler dealer before disappearing in the mid 70's.
They were located at 10019 104 Street and an online search will turn up some period photos.

Henderson's Directory for Edmonton shows information by name and also by street address. It is available online from the Peel Library at University of Alberta.
References for Miller Motors can be found on page 883 for 1951 and page 631 for 1960, the last year available online.

What makes you so sure that your Patrician was originally sold in Edmonton?
Does it have a Miller Motors badge on the trunk lid?
Ownership in Devon at one time does not necessarily mean that it was sold new in Edmonton.

There is also a slotted tab at the lower rear corner of the fender for a bolt and washer to thread into a captive nut on the body.
The vent tube has a bracket with captive nut that lines up with a hole in the inner fender splash panel for a bolt and washer.
The vent tube is also held in place by sponge rubber lined bands at either end.

No alterations required.
Wire #18 to the ignition switch is no longer used so could be cut off or taped up at the regulator end.

The selector which is the barrel shaped part between the levers needs to slide freely along the splines on the shifter shaft so that it can engage either the 2-3 or the 1-R lever and is likely stuck due to corrosion. It has a tab that moves into an opening in either lever. from the neutral position
Try more PB Blaster and working the shift lever back and forth by pulling towards the steering wheel and back towards the dash from the neutral position.
