Our 1940 160 needs new tires as the tube type Firestones were installed in 1994 by the previous owner. Not wanting to go radial on it but would like to go 700x16 tubeless bias belted ww. Always heard no tubeless on prewar because of the way the rims are made. Yet I can go through mags. or other sources every month and find 1940 Packards for sale with tubeless tires. Is there a special tire that will work?

It's pretty uncommon to encounter a problem mounting tubeless tires on rims of that era.
