If they're not spinning, it could be that they have been expanded because the valves were stuck at one time, e.g.
Lifter stuck, barrel expanded

I just wanted to post my option on using an engine stand. I mounted a front bracket with a pipe bolted to it for a front pivot in line with the one on the regular engine stand. To this I attach the overhead chain hoist. The C-clamp stops the chain hoist's hook from straying away from the block and increasing its load on the pipe.
It is now stable yet rotates through the full 360. You could do the same with a drilled out 2x6 I guess, but it is nice to have fewer tripping issues below the block, and the chain hoist is a little easier to adjust the unit to level. Bob J.

Few new ones I spotted today:
1937 120 Dietrich Convertible Sedan. This appears to be the car sold last year at the C. Lewis Ablelove auction in Utica, NY which I attended. Car is very solid but needs a huge amount of work to complete. Looks very sharp in black with dual side mounts, but has been sitting for a long time and tires are flat. 1937 115C Touring Sedan. Rough condition and from the photos, it does not look like it would be worth restoring.
