Two comments - first, I think someone should start a string for "Packard sightings" for photo's such as these, just out and about photos, not just professional calendar car portraits. And second, John, you'd better move your car soon, its in a no parking zone...

Then you will be no better off with this manifold, and further from any chance of returning to original. When properly adjusted, the original choke works fine.

yes, tie some cheesecloth at the tailpipe for a short while after the car has warmed up. Remove and sniff - does it smell like burnt oil (passing rings) or burnt antifreeze, possibly a leaking headgasket. This is definitely a very open ended question for a neophytpe step one clue. Having said that, I'm sure some Real Mechanics will chime in suggesting compression tests, carb adjustments, and full diagnostics. I just happened to come across your post with a half glass of good scotch still here.

kinda sorta almost. to what choke are you referring, are you referring to the original Throttle control, or have you bypassed the original choke thermostat? Two different functions - choke is air/fuel mix, and Throttle is basically idle control (or prehistoric cruise control...) Which carburetor are you running? this would definitely affect my further comment.

Will the manifold bolt up? yes.

The exhaust manifold is from a 41-120. It is NOT interchangeable with the 38 Eight (120) - there is no provision for the manifold mounted choke thermostat.
For certain. Been there, tried that, no worky.

Off Topic Sidebar to Peter Packard since it seems he is still trolling for a V-12. 1) Anticipation is often greater than reality. 2) Possession is 9/10th of the law. (so maybe a 1/24th or 1/43rd would suffice?) And finally, 3) Beware of Packard Trucks in Disguise.
Sincerely, your devoted junior packard owner/friend.

The 42-120 clipper is under restoration, having been rescued from indoor storage for years. I do not know the original color.
