Fred I agree, I have both specs. and a template for measuring the float level. The Packard manual specs 15/32 + or -1/32. I used the template from Daytona.
My original thought was that it leaked after stopping, but I tried running the engine in the garage till hot, no leakage. I took it out on the road at 65 MPH pulled into the garage and found gas on the carb.
To check the needle valve performance I filled the bowl to spec, cranked the engine and no gas passed the valve. I pushed down on the float and was hit with a spray of gas.
I'll try again tomorrow, I'm not sure what's next.

I filled the carb with gas to the 1/2" level and the float and needle stopped the gas flow as proscribed when I cranked the engine. I'm at a loss now.
What could be causing excess fuel to cascade out of the top gasket when driven at high speed. It makes me curious as to what my gas mileage could be without the spillage.I have never used gasket seal on a carb, always thought it inappropriate.

Any thoughts,

I removed the top and found very little fuel in the bottom of the float chamber. I'll double check the float and hope for the best. 1/2 inch is close.

No electric pump. The car runs very well and powerful, as almost everything is new or rebuilt. I discovered the problem after I parked in my garage and then smelled gasoline fumes. I opened the hood and there was gasoline on top of the carb. The engine was very hot. The gas evaporated quickly. However; I am concerned about an engine fire.

My 1940 120 runs quite well but the carb has gasoline on it after normal operation. My concern is that there could be an engine fire.
The carb was rebuilt recently and performs quite well. Could it be a faulty seal on the pump shaft or the float too high?

Any ideas,

I HAD THE BATTERY CHECKED AND IT HAD A VOLTAGE DROP WHEN THE STARTER WAS ENGAGED. NEW BATTERY SEEMS TO HAVE SOLVED THE PROBLEM.

I just installed all new original points after getting rid of electronic ignition, so there is a condenser. I really think you hit on the problem. Some component is robbing the spark plugs. If I can get it to start as easy as a roll off, I 'll have a new car, since I have replaced almost every other thing.

I'll keep you informed after we do the tests.

no vacuum advance, heavy duty battery, no condenser on coil.
double grounds to engine and body.

I noticed that the car starts when rolling down hill on the first couple of turns. I try to park on a down hill.

Is that a clue I'm missing?

If it starts basically by hand cranking the engine like a model T, all I need is a hand crank and a hole in the front.

Probably not.
