vacuum advance problem

The vacuum advance is not working on my 1947 Deluxe Clipper. I can rotate the distributor by hand, but it is really stiff, and that is probably the problem. Is the advance mechanism's return spring the only resistance to it turning? Before I mess up what was probably a good adjustment, I thought I would ask the question.

I now see how it is done. I removed a chrome piece in front of the radiator right where your bar was, and I can see the clips that hold the harness. Thank you for your help.

I am rewiring my 1947 Deluxe Clipper. I removed the harness going from the passenger side headlight to the junction block by the driver's fender a couple weeks ago. I went to mount the new harness today and I could not remember how the harness got routed across the radiator. It is too short to go under the radiator. It seems like it has to go in front of the radiator above the grill or under the arched beam above the radiator, but I don't see any harness clips in those areas. I would really appreciate the help.
I am sorry I have to post such a stupid question.

The tires I want to replace are L78-15, which are like 235/75R15. But, the specs for the 1947 Deluxe Clipper called for 6.50x15 tires, which are equivalent to C78-15 and 175/75R15.
Now, I am not sure what tire size to buy. Is it normal to have such oversized tires? What would be the benefit?

I want to thank everybody for your helpful responses. I took the wheel to a tire dealer and they patched the tire. It had a nail in it. However, they said the tire was badly dry rotted.
I will start looking for tires now. I would like the extra wide radials, but it looks the Diamondbacks are about $250 for each.

I actually have Uniroyal Tiger Paw tubeless tires mounted. However, I am losing air out of one of them. I probably have some rust around the rim or at the stem hole, but I would rather solve my problem the easy way by just putting tubes in when I develop a slow leak like this.

I want to buy some radial tubes for my 1947 Deluxe Clipper. I think I need tubes with TR15 size valve stems, but the tubes I see available for my tire size, L78-15 (235/75R15) now have TR13 stems. I would rather not use the adapters that are available.
What are other Packard owners using for tubes?

Thank you for the help.
I ordered 6 volt relays for the headlights and fog lights from Chevs of the 40s. Each fog light drew 5 amps when I tested them. I bought H6006 Halogen headlight bulbs. Each low beam drew 6 amps and each high beam drew 7 amps when I tested the lights wired directly to the battery. I will replace the headlight sockets, too. I thought they would draw more current, but they were bright I will mount the relays on the firewall near the voltage regulator. Attach file: (8.51 KB)
