I would recommend checking the negative cable from the battery to the starter at the point it passes above the clutch/brake mount rod. There is a part of the body that my cable rubbed through and created a high resistance ground point. This was found during my motor rebuils while the engine was out.
I replaced my cable and repositioned the point of body out of the way. ( not a points car and not a fire hazard)

Morning... I have checked the PACKARD Parts manual for my 115c and there is a listing for the cables for a number of years and model numbers showing the cable, (inner) and case (outer) that gives the length for each as a combination.
Manual is in my shop so don't have ready access to page number .
Hope this helps
Larry

Try HAGENS Auto Parts in Puyallup, WA. That's where I purchased my clutch and pressure plate. (253) 845-7020

I had to cut the rivets cross wise to allow me to hand set them with a center punch and large drift punch, I do not have a press so this allowed me to get a good compression of the rivets.

Continuation of my 37 115c work.
The inner splash cover bottom rubber edge was hard and basically disintegrated when we pulled the front clip.

Research found a cloth impregnated material from STEELE RUBBER and rivets from Tacoma screw.

I was able to do a fairly close replication of the edge and made a templet for the piece on 1" chart paper.

Attached are photos and information on the project.

Tubular rivets, See photo

Hope this helps on other restoration projects around the world.
