1404 hot spot?

This device is mounted on the exhaust manifold of my 1936 Super Eight. It appears to be incomplete with parts missing, inside the dome there is a piece of what could be bi-metallic strip. It may have been a hot spot operating the twin butterflies inside the exhaust manifold. From the photograph is it possible to tell what it was for? I would be grateful for advice as to whether it should be reinstated or was it superseded and is an obsolete part belonging to a previous model?

Manifold heat control valve, standard equipment used by Packard with variation in details thru 1956. Its purpose is to provide heat to the base on the carburetor during warm up to aid in the vaporization of fuel.

It appears to be correct for your car.
