Well, I suggest either the paperwork you've seen is incorrect, or it's not an 8th series car, or it was mis-registered some time in the past. Are you sure it's an 833? 133 inch wheelbase? Vehicle number from the patent plate? Motor number? Theft-proof number? Frame and/or steering gear number? The large embossed number on the firewall (theft-proof number) would be the most conclusive.

In the font that Packard used for these purposes the digit "1" appears like a "I" but with smaller serifs.
Although we don't know of any official factory records, I've been tracking theft-proof numbers for many years; 139623 falls clearly into the 1931 or 8th series production, the earliest 8th series number known to me is 138477. 8th Series production began in August 1930 so your car was probably manufactured in 1930 - perhaps that played a role in how it was titled.

My "new" 1963 Studebaker Avanti was titled and registered as a 1964. Everything I have on the car, serial number, motor number, body number, production request form, production inventory form, and dealer invoice affirms it is a 1963 model. Plus it has all the trim that was used on the late '63s, some items were changed for the 64 models. Some how, some where, at some time in its life, it was the decision of the California DMV to title the car as a 1964. This was probably done on the first registration which may have been in 1964. I still refer to the car as a 1963 in spite of the clerical error. The numbers don't lie.
