Unscrew it. A strap wrench may be useful to get a good grip on it. See the picture I provided in your identical post on The Packard Club forum.

if the hub won't come off don't be scared to put a small amount of heat on the hub while using the puller.
I messed with my hubs for over two weeks and they never moved till i heated them for about 45 seconds, no need to waste so much time, the hub doesn't get hot enough that you can't touch it in that length of time.

Are you asking about a rear brake drum, or a front drum hub cover? The former requires a puller, the latter just unscrews.
