Steering Column Shroud

Is there anyway to remove the steering column shroud without removing the entire steering column?

If you mean just the oval and wide top section, don't think so. The 48-54's are essentially the same so if you look at plate 117, the odd shaped part where the turn signals mount is welded to the long tube. I believe the only way the shroud can come off is by sliding down the tube.
