Idle adjustment

Reading in shop manual and online that to adjust idle speed I need to warm up the car and back out the idle speed screw all the way and tighten it back in till the right idle is achieved. The rpm is not changing/ going down. It idles super high even after choke opens and high idle cam retracts. Am I doing something wrong?

Perhaps the pedal linkage is binding and preventing the throttle valve from responding to the adjustment. Drop the linkage at the carburetor and reevaluate.
