Answering myself, I finally found something I already had that worked well: a Stanley wood chisel. Flat side toward the cover, use the angle on the other side for leverage and gently pry. It's necessary to do it little by little all around.

A high strength non-marring plastic hub cap removal tool specifically for that type of cap has been available for decades from the Indiana Region of the CCCA.

Dave, thank you but I really needed it removed with common tools before I leave my shop in a couple days. Of course, none of my Packards are Classics so I would have no way to know what CCCA has unless someone tells me and it's never been needed before so never occurred to me to look. I appreciate the input for future use.
