53 front wheel bearing

I an using the new specs to tighten front wheel bearing, 20 lbs loosen and tighten to 4 lbs and back off to next slot on nut. this puts the bearings finger tight and tightening to the next slot seems too tight what do you guys think loose side or tight

Once the bearings have been seated into place, finger tight is fine. Install the tire and place your finger on the gap between the backing plate and drum. Wiggle the wheel. The play should be scarcely perceptible.
