Oil filler tube is just pressed into the block. I think you will have to man-handle it out. But unless you really need to remove it, I would just leave it in there. After removing, it might not be as tight fitting as before, and be one more source of oil leaks.

If you do need to remove it to have the block cleaned, continuous pulling while you bump it gently side to side with a rubber mallet will generally do the trick. When replacing it there should be a flap of metal on the bottom welded on at an angle. Make sure the tube and that baffle goes back in the same orientation as it came out or it is likely to be hit and broken off by the crankshaft.
