Unless the car was modified later, neither power steering nor power brakes were offered in 1951 though Packard did later offer a kit to retro-fit the 1951 cars with Easamatic brakes.

I have a 51 200 with 327 and three speed. When you first move, the steering is heavy, but once you're over about 3 miles per hour, its easy to steer. Check the tires - if they've switched to radials and/or wider tires that can make it tougher to turn the wheels. It doesn't spin in your fingers like a 68 Lincoln, but I really like the way it handles.
