How long have you owned the car? Does the bottom of the skirt split the center of the hubcap?

I believe you have a Caribbean and in addition to those bulletins mentioned think the most appropriate bulletin for what you describe is 56T-1.packardinfo.com/xoops/html/downloads/STB/56T-1.pdf
Since indexed bars are not available I would look to the front load links and see which ones you have. If they are already at max 4 5/8 or having 4 grooves then possibly the adjustable links would provide a bit more windup. Believe yours is a 55 and don't think the adjustable links are available for 55s so you will probably have to make your own as Craig shows on his Panther site. Once you increase the windup so it is not sitting on the bumpers then adjust the level as best you can with the control switch turnbuckle.

If the skirt does not split the hubcap in the center then your turnbuckle needs adjusted. There may be nothing wrong or worn - it is just out of adjustment.
