In this photo is the peened over brass that holds the leather seal assembly together. If a guy could find a seal, this could be tapped & screwed. The second photo shows 3 plastic tabs that could be glued or screwed.

This photo shows what is likely a little rubber diaphragm.
If it was bad, again maybe a dab of epoxy to hold things together after a replacement has been sourced? Next step would be to epoxy the can back together. Good for another 20-40 years?

Interesting. Had never looked inside one of those. Did you happen to notice what is directly under the bleed screw -- a diaphragm that gets punctured or a portion of the plastic housing that gets cracked or otherwise broken? Turning in the bleed screw too far and causing damage is what usually happens to those units. Whatever gets damaged lets the air enter quickly so there is no more slow return. Packard even issued a bulletin instructing how to make the adjustment with a caution not to turn the screw in too far to avoid the damage.
I don't know of any repair that would look stock like the crimp but have wondered about using a lathe to modify a two piece shaft collar or else make some type ring outright to hold some of the crimped switches together. It would need some kind of V groove on the inside that would squeeze the pieces together as it tightened. Might be possible to do a similar only larger ring for this. Downside to the collars is the width and larger diameter would be very obvious. I don't know what it is called but there is also a sort of round clamp with a U shaped band instead of flat steel. Operates kind of like a hose clamp. They are used to hold some kind of flanged items together. It tightens with a long screw thru some tabs extending from the clamp just like some of the older hose clamps. If anyone knows what those are called and if available in a good size, that might be another option.

The brass screw as seen in post 3 uses the black plastic housing as it's seat. If over tightened to compensate for some other malady,complete destruction is assured!.
Who might have a source to replace the leather seal?
