If the owner does not have a legitimate title it can go back to Russia. A legitimate title will show a point of sale overseas, if they have a motor vehicle registry.
If the car is not registered in the USA - it doesn't have to be registered if it sits in a museum - then it is still Russian property. There are a few of these cases floating around the USA. Some of the cars haven't seen the light of day in decades. They are owned by crackpot collectors who hold them like a leprechaun's pot of gold. I assume they will take it with them when they croak.

Would you by chance be a judge? I don't think any of us know the full story here, but from my perspective this has a lot of holes. I don't see the government of Bulgaria as a paragon of rightness... Personally, I can't see this car as particularly valuable although some are smitten by the association. What say you as to the market value of this beast?

I don't know if facts are suitable for a thread brimful of assumptions but be that as it may. According to wikipedia "...License plates in Russia originated 1910s...". Seven instead of 110 years after the first US car registration.

I have heard about the car. Stalin, like Czar Nicholas liked Packard. Just curious as to how a Russian car came to belong to Bulgaria. Was it sold to them? Given to them? What is the story?

Alaska was invaded by Russia under Catherine. Russia has no more legitimate a claim to Alaska than France does to Vietnam. Not that I agree with much of the USA's imperialist adventures either, but about the only country with a valid title is Greenland because nobody was there in the first place.
