Is the gas tank vented on a 41 Packard 180? Or is the gas cap vented?

Yes, all Packards and probably most other vehicles of the era had vented caps.

IIRC the tank itself is vented via a small tube to the filler neck, and the entire assembly is then vented via a vented cap.
