Remove the filler plug (small hex-head with screw slot), top off the fluid, and if possible disconnect the link and stroke the arm several times to expell trapped air. Then recheck fluid level.
My preference for units with lots of accumulated mileage is for SAE 30 hydraulic fluid.

Curious if you would recommend the same type of oil for the my Houdaille shocks.
