Hi Garrett

Packard, of course! Looks to be a '28 443 Custom touring, the headlights are from a later series and the front bumper from a '31-'32 Chrysler. The car following is from the late 1930's so this Packard touring was probably the only large open car available when FDR came to visit.

Do you have any background on where and when this event was?

I am guessing the photo was taken on a summer day in the early 1940s given the clothing colors and styles. Also, the automobile in the back looks to be a late 1930s model given the front end styling. Location could be just about any American town.
