For the light eight disc wheel just grab the hubcap and pull it off. It is held on by a retainer ring.

Same thread as the brake drum grease cap as used with wire spoke or artillery wheels of senior cars thru 1934, probably thru 1936. I remove and install with a plumber's strap wrench to avoid surface damage.
