I've seen this happen with snap ring wheels. However, didn't somebody report this happening on other makes of 50's cars?

This really demonstrates why tires should not be overinflated. I was in Detroit last week on business and the roads were terrible. You won't find me overinflating my tires.

Packard did not paint the inside of the wheels, so rust happens . Media blast, inspect, and paint with a good quailty primer and paint.

Demount and inspect the inside for rust/pitting.

If a wheel requires a tube to hold air, that would be the first sign of rust issues.

Kev - the tire shop I use insists on installing tubes on any car that came with tubes originally regardless of radial or bias ply. Maybe a legal thing, a sales gimmick or reality. I had them reinstall my 5 year old radials after the wheels were blasted, primed and painted. The radials had been working just fine on the same wheels for the previous 5 years with no problems of air leakage though.
