The Type 120 may be a designation of the state motor vehicle dept., a category of vehicle such as automobile, commercial vehicle, off-road vehicle etc., having nothing to do with Packard. And as PortlandDon points out, a Packard designation of 120 isn't applicable until the 1940 models.

Apparently I didn't read the original question carefully enough and hadn't noticed the type 120 on the registration card but thought it was something that the seller used in the advertisement for it! Obviously that's just some DMV classification as JoeSantana said.
