You found the manifold heat riser valve? That was suggested a while back in this thread by mikec.

Here is where the heat riser is. This is the front side where the thermo-spring attaches. The counter-weight is on the opposite side.
If this is where the thing you are talking about is, then yes, that is the heat riser.

Thanks for the photo BigKev. I see that on my car the spring is long gone. At least the rod going through to the counterweight still pivots easily. Something else to acquire!
