I think the trim is Eight Deluxe - stainless on drip rail, bright insert on window garnish, seams on door panel

I love the CCCA license frame on the 1938 junk rod. If you have an engine and a talented wife the car could be rehabilitated. I'd offer twelve grand tops. That's over a thousand per cylinder.

Just out of curiosity, what would putting that rodded '38 Super Eight formal sedan back to correct specifications cost?

Presently, a fellow in Cleveland has three '38 Super Eight engines and parts for sale for $10K. One presumes a rebuild would be necessary. A correct transmission and ancillary parts have to be sourced as well.

As far as the interior, though presently 'mouse-fur', could remain until a later time to re-upholstered. Still, it too would be more expense eventually.

Ball-parks on eventual overall cost?
