Sounds like something is excessively worn but did you check to make sure the air vent is open. I believe the 40 axle has the same setup as later axles -- a vent hole thru the bolt holding the brake tube junction block to the axle tube. If the vent is clogged possibly expansion pressure could be forcing oil past the seal.
