It might fit in the hole although I think there is a difference in the cutout notches used to keep the switch from rotating. You would need the 54 bezel. I believe the bezels are the same as used on the 51. A new 54 switch is probably more expensive than a new 55 since it was one year only. The Ford switch would probably need the Ford bezel -- unless your temporary retainer method would work. I believe they used a twist arrangement with "tabs" in a different location than the external pins Packard used in 55-6. Possibly, if it fits inside the Packard bezel the Ford switch housing neck could be drilled and tapped for short setscrews inserted to match the Packard pins.

HH, I'm not sure the 51-54 bezels are all the same, wasn't 54 the only one to have the illuminated ring around the key entry? Trusting my vague memory on this.

Parts book says bezels are the same 23rd-54th but not sure all the ignition switches had lamps.

I've got a spare '51 Bezel. And it has the "light ring".
