FWIW, my original 23rd series only has one back-up light and would look 'wrong' with two

Two 'wrongs' don't make a right!
1. Wrong: Too many backup lights for a 23rd Series. 2. Wrong: The style of the light is 24th series and later. I'm pretty sure this was done by a dealership for the first owner while the car was still fairly new. The wiring is correct for the period (cloth-covered) but is certainly not routed the way the factory would have routed it. I don't think it's worth the body work to correct it. Maybe when the rest of the Packard fix-it list is complete (ha!). On the other hand, I can really see what I'm backing into .

The car I saw had two of the correct lights for that series.
