The April 54 service counselor I extracted herepackardinfo.com/xoops/html/modules/newbb ... .php?post_id=142915#forumpost142915 has all the specs. The front page of that counselor has the chassis info. Your 5465 is on the 5411 chassis & you should have the Delco dist so 31 degrees.
Generally Packard wanted around 4-450 rpm but at any rate when setting anything you want to keep it below the point where centrifugal advance comes in. I don't remember if they wanted the vacuum advance also disconnected to set timing but the instructions are in the SM.
