The shop manual for my 38 coupe says the front camber should be between 1/2 (desired) to 1 1/4 deg. Am I to assume(dangerous word) that is positive camber?

Positive camber, all models 1935 thru 1942 according to Motors. 1946-49 have negative camber according to the same source. Here's their "preferred" camber for 1938 models:

1600-01-02 - +7/8
1603-04-05 - +7/8
1606-07-06 - +1
