Another poster also had issues, disassembled his light assy and determined there was a mercury switch used in his. Here is the thread.packardinfo.com/xoops/html/modules/newbb ... .php?post_id=122704#forumpost122704 Packard made a transition from mercury to a rolling steel ball sometime in that time frame so your lamp could have either but would be in a similar configuration.
I don't believe there are replacements available but as noted in the thread, some have had luck shaking the switch and restoring contact. There is also a possibility the contacts on either side of the switch have oxidized and are at fault and not the switch itself. One other thing that has caught a few off guard is on most years prior to 24th series the lamp is powered off the tail light circuit so those must be on for the trunk light to work. For reference, the other poster (bjsgarage) provided a photo of his lamp assy in pdf format.. Here is a more convenient jpg of that same photo.

Thanks for that info. I'll try the tail lights first. That may solve the problem. If not, will go from there.
