It is hard to visualize with only the side perspective so maybe there is a reason but did Packard cross the hoses? In that view I would have reversed the heater connections to make the hoses lay a bit differently.

There is no increased function with the crossed heater hoses. An uncrossed hose layout would look better and there would be no loss of heating efficiency. Also, there is no valve on the cylinder head so there is a constant flow of coolant through the heater core. I do like the idea of a pipe from the water pump over the engine to the heater hose to avoid a drooping hose on the head. After all, it's all about looking good.
