I think I understand your issue. Sounds like you have a question regarding the pin that goes through the butterfly/winged "cage" that the center steering arm is captured within. Yes, the original 37 pin seats into the cage, flush. Sounds you may be working with a wrong pin? As frustrating as this sounds, you're gonna have to take it back out and evaluate further. Post pictures if you can.
PS the early '36 cage looks the same, will fit, but takes a slightly different pin...so it is not for certain your car is a virgin. Also, are you using the original bearing with the felt washer or a modern sealed replacement? Personally I question the water retaining felt....
