My memmory is not real good. But it seems to me that Cuba haad strong ties to Russia at least inthe '60's and 70's.
So is it unreasonable to suspect some Zil, Zis or Chaika cars to be in Cuba???

And look close at the front fender of the rust colored limo. On the front fender between door and rear of fender well is what appears to be a Ferrari embem. And a rather strange location for a what appears to be a taxi light on the cowel of the car.

Most of them not those, you prefer, but their successors GAZ 14 (-> here mistaken for a Zil). And -> that's the first 111D ever produced, heading downtown Havana with Castro and Gorbachev. Fidel received it as gift after visiting company Zil in 1963. A -> more recent type was waiting for Jimmy Carter at Aeropuerto Internacional Jos? Mart? in 2002. "...When former U.S. President Jimmy Carter paid a historic visit in 2002, Castro -- who always had a flair for stagemanship -- picked him up at the airport in a Soviet stretch despite the fact that by that time the presidency had acquired a fleet of slick Mercedes Benzes..." quotation source: o.canada.com

Hi Bobp
Here's a close-up, gray-scaled improvement of the '46-'47 LWB sedan. It might well be a limousine, one assigned to the U.S. Embassy then, or just as likely the limousine of a casino owner in the free-wheeling, pre-Revolution days. Not likely the 356 straight eight is still power, or the luxurious broadcloth interior is still intact. Its odometer must have been turned over ten times by now. Steve
